July 9, 2018 – Garud Technology Services Inc. (GTS) provides Operational Test Agent (OTA) support services to four major Department of Homeland Security (DHS) Information Technology (IT) acquisitions. Three of them support the Federal Emergency Management Agency (FEMA), and one Customs and Border Protection (CBP).  All four programs are in various phases of test in support of the DHS Acquisition Lifecycle:

  • Logistics Supply Chain Management System (LSCMS) supports FEMA’s response mission by managing end-to-end supply chain of critical disaster response assets and commodities. LSCMS recently completed a phase of Follow-on Test and Evaluation (FOT&E) that will support an Acquisition Decision Event 3 (ADE3) in the Fall.
  • Grants Management Modernization (GMM), now known as FEMA Grants Outcome (FEMA GO), seeks to simplify and coordinate the processes across 40+ FEMA’s legacy grants programs. Through a unified grants lifecycle, FEMA seeks to develop and deploy an enterprise IT platform for its headquarters and stakeholders on a national level.
  • National Flood Insurance Programs (NFIP), also known as Pivot, includes a comprehensive modernization of FEMA’s existing IT Systems and Services (IT S&S). Both FEMA GO and Pivot are Agile Development / Pilot efforts that incrementally field capability. GTS reporting on both programs informs DHS Science and Technology oversight and component acquisition executives, as well as program gate reviews.
  • TECS Modernization (TECS Mod) migrated a legacy TECS mainframe capability. TECS is the principal system used by CBP officers at Ports of Entry to assist with traveler screening and admissibility determinations.  TECS is a large, complex IT system that supports 70,000+ users from 20+ stakeholder organizations responsible for traveler processing, investigations, case management, and intelligence. TECS Mod will begin FOT&E this Summer which include cybersecurity penetration test events.
