May 7, 2018 – Earlier this year, Federal Emergency Management Agency (FEMA) released its Strategic Plan. Since 2016, GTS has served in the trusted position as a designated Operational Test Agent (OTA) for three major FEMA IT acquisitions. In that role, we serve this key community of practice and contribute to the following Strategic Plan Objectives:

Strategic Plan Objective 1.2 “Close the Insurance Gap” – As FEMA seeks to modernize legacy National Flood Insurance Program (NFIP) and improve management of flood insurance on a national level, decrease costs, and allow more access, GTS provides assessment of the merits of the NFIP target solution to agency decision makers and key stakeholders.

Strategic Plan Objective 2.3 “Posture FEMA and the Whole Community to Provide Life-saving and Life-sustaining Commodities, Equipment, and Personnel from All Available Sources” – The hurricane season and wildfires of 2017 demonstrated the logistical complexity required to effectively respond to large-scale national disaster events. GTS Test Team personnel were on-site in Puerto Rico and Texas observing the Logistic Supply Chain Management System (LSCMS) in its support of relief efforts. GTS is currently conducting Follow On Operational Test and Evaluation (FOT&E), the results of which will inform an Acquisition Decision Event.

Strategic Plan Objective 3.4 “Strengthen Grants Management, Increase Transparency, and Improve Data Analytics with the goal to improve holistically the entire Grants Management process and allow for improved analytics.”– Grants Management Modernization (GMM) will enable state, local, tribal, and territorial (SLTT) partners, as well as individual Americans to more readily apply for grants in the case of disaster and non-disaster situations. As in NFIP, GTS will assess the merits of the GMM solution in bringing all federal grant programs under one management umbrella. This information will be provided to agency decision makers and key stakeholders.
