Nov. 17, 2016 – The Director, Operational Test and Evaluation (DOT&E) for the Department of Homeland Security Science and Technology (DHS S&T) directorate, approved Garud Technology Services, Inc. (GTS) as the Operational Test Agent (OTA) for both the Grants Management Modernization (GMM) and National Flood Insurance Programs (NFIP) Phoenix Program, the Flood Insurance component of NFIP. Both programs are Federal Emergency Management Agency (FEMA) Information Technology (IT) acquisition programs that have been designated Agile Pilot programs.

The GMM initiative seeks to simplify and coordinate business management approaches across all of the agency’s grants programs by establishing a common grants life cycle and platform for users. The Phoenix Program includes a comprehensive modernization effort of the existing NFIP Information Technology Systems and Services (IT S&S). GTS is in consultation with Pacific Northwest National Laboratory (PNNL) to determine how it might leverage their expertise in Agile implementation.
